Threats that ultimately only the Heroes can defeat. It’s your job to participate in that by showing the Players a world in which only their Heroes can save. Without the Heroes the world would certainly fall into chaos or destruction. It is up to you portray powerful fantastical threats that only the Heroes can defeat. Demonstrate to the Players the powerful nature of these threats and how ineffectual all other authorities are in dealing with them.
